Standing before Kurome's grave, Wave talks to Kurome about how he joined the military out of admiration. He states a soldier's duty is to protect the kingdom and its people. At Night Raid's headquarters, Akame and the others note how empty this place is. Leone grabs Tatsumi and asks him what they will do after this revolution is over. When Tatsumi doesn't know and reminds Leone that she forced him into this group, Leone pushes her bust closer and asks him if she should take responsibility for it. Tatsumi breaks free. Leone suggests they could join a circus. Akame accepts it while Tatsumi doesn't. Najenda arrives to announce the final mission. At the entrance of the Imperial Capital, Najenda leads the Revolutionary Army. Inside the capital's imperial palace, Leone busts out of the floor with her comrades, Akame and Tatsumi. Akame tells the soldiers to back off to avoid unnecessary bloodshed. Run arrives to engage Night Raid after he orders the men to retreat.

As Run bombards them with his feathers, he shares his backstory of how the capital abandoned a village for not investigating or bringing justice to the perpetrators behind the school massacre. Leone takes on Run while she urges Akame and Tatsumi to go on ahead to take down the prime minister. Run reveals his hidden trump card. Meanwhile, prime minister Onest speaks with Emperor Makoto and assures him that he made no mistakes. Crashing through the roof, Akame couldn't kill Onest when her sword hits a barrier. Tatsumi argues with Onest and points out that he is brainwashing the young emperor. Onest has Emperor Makoto awaken Shikoutazer. At the same time, Run leaves Leone in a middle of the battle once he sees Shikoutazer. Makoto has the Imperial Arm open fire on the city.

Elsewhere in the city, Esdeath spots the giant mech. As Akame battles the emperor's guards, Tatsumi attacks Makoto while arguing with Makoto. After being knocked down, Tatsumi saves a mother and a child. He reminds Makoto that he is causing destruction in the city. Onest tells Makoto to harden his heart. Before Makoto stomps on Tatsumi, Wave saves Tatsumi in the nick of time. Wave asks Makoto to stop and calm down. In the city, Run helps the people while Leone saves him from a flying tower debris. When Tatsumi hits the abdomen area, he strikes a weak spot that hurts Makoto. Remembering Susanoo's advice, Tatsumi asks Wave to create a gap. Wave distracts Makoto, allowing Tatsumi to strike the weak spot a second time. Makoto begs the two to stop.

Tatsumi refuses to stop as he remembers Bulat and his comrades who sacrificed their lives to change the world. With a burning spirit, Tatsumi yells out Incursio's name. The armor evolves with a golden radiance and wings. Tatsumi soars and dodges all of Makoto's laser attacks. Tatsumi rams through Makoto's weak spot while the memories of his comrades flashes in his mind. Realizing Makoto's Imperial Arm is falling towards the citizens, Tatsumi stops the falling mech while losing so much blood in the process. Tatsumi falls into Akame's arms and passes away. Akame cries out that Tatsumi promised to live. Makoto wonders if he lost. Afterwards, Esdeath finds Tatsumi death as Akame holds her comrade in her arms.
